The government is encouraging short sales with, of course, more cash to mortgage companies, with the Making Home Affordable program, as explained in a Washington Post story by Renae Merle.
Not to sound like a broken record, but what the government should do is reform Chapter 13 bankruptcy law to allow judicial mortgage modification, and stay out of the mortgage market it messed up to begin with.
